New review launches into accuracy of EPCs

The Government has launched a review into the way energy assessor accreditation schemes operate.

There are currently seven approved schemes overseeing some 15,000 assessors who produce Energy Performance Certificates.

The schemes must comply with the Department of Communities and Local Government’s “scheme operating requirements”.

However, during the second half of last year, CLG found weaknesses in the production of EPCs, such as potential for fraud in relation to claims for funding.

The consultation is about proposed revisions to scheme operating requirements to address concerns about the quality and accuracy of EPCs.

The consultation, which runs until July 6, proposes more auditing of EPCs, and allocating each energy assessor an ID number, so that those who work across more than one scheme can be tracked.

A further proposal is to limit each energy assessor to one scheme only, and to clarify the rules about when an assessor should be disciplined.

    My experience of EPC Assessor when first introduced in 2008: Properties both rated as a D – should more likely have been higher but roof insulation recorded by Assessor as 100mm [they were both 250mm]  – due to use of a “cake testing skewer” to measure depth – placed on top of joist!! Visual inspection would’ve given a clue!! Suggested remedy – £10 discount off “next year’s” assessment – i.e. Assessor believed it was required annually, rather than every 10 years! A learning curve for the Assessor, to my detriment – hopefully, that person has since got it right!!
